CIRC’s Statement on the Second Parliamentary Ruling: Call to VP Harris to Ignore Parliamentary Recommendation

The recent Parliamentarian rulings are heartbreaking, and we stand with the millions who are personally devastated and underserved by our broken immigration and governmental systems. We are many years past when we should have provided a pathway to citizenship, and it is fallacious that the United States continues to benefit from the monumental contributions of immigrant families while denying them the dignity of protection, stability, and peace of mind that they deserve. 

Immigration and citizenship have immense impacts on the budget, which is why immigration has been included in budget reconciliation before and why it has a place in the current bill. In short, the parliamentarian’s recommendation is unacceptable and wrong.

We remind our elected leaders that the Parliamentarian’s advisory opinion is non-binding on the Senate and the Vice President and that there is no legal requirement that the Vice President adhere to the Parliamentarian’s advice on whether the legalization of millions in our community satisfies the Byrd Rule in the Senate. We call upon Democratic lawmakers and Vice President Harris to ignore this ill conceived and incorrect recommendation and proceed with a pathway to citizenship in budget reconciliation, and we call upon our Colorado Senators Hickenlooper and Bennet to join us in vocally calling for a pathway to citizenship in the reconciliation bill.

The inability of Congress to pass a pathway to citizenship is a moral stain on our nation – we cannot let it continue. All elected leaders who support immigrant communities must do everything in their power to ensure that a pathway to citizenship is created this year.

Las recientes sentencias parlamentarias son desgarradoras, y apoyamos a los millones que están personalmente devastados y desatendidos por nuestros sistemas gubernamentales y de inmigración quebrados. Hace muchos años que deberíamos haber proporcionado un camino hacia la ciudadanía, y es erróneo que Estados Unidos continúe beneficiándose de las contribuciones monumentales de las familias inmigrantes mientras les niega la dignidad de protección, estabilidad y tranquilidad que merecen.

La inmigración y la ciudadanía tienen un impacto inmenso en el presupuesto, por lo que la inmigración se ha incluido antes en la reconciliación presupuestaria y tiene un lugar en el proyecto de ley actual. En resumen, la recomendación del parlamentario es inaceptable y errónea.
